The Challenge
The county faces challenges that are common to many local governments. For example, Court Clerk staff spend nearly half their time responding to routine constituent inquiries, limiting their capacity to focus on higher-value tasks.
These issues are well documented across the public sector. Manual review and response can take up to two hours per inquiry. Meanwhile, over 60% of residents now expect digital self-service options, making it critical to reduce staff time spent on basic requests.
The Solution
The County engaged Quisitive through its AI Design Lab & Innovation Program to identify the highest-impact opportunities for AI and to facilitate the County’s adoption of an enterprise-ready AI platform. This foundation allows departments to roll out intelligent solutions quickly and securely, starting with three key deployments:
Court Clerk Chat Agent:
A virtual assistant that provides citizens with 24/7 access to answers for common questions. This is set to reduce 800+ hours of staff time annually.
This solution is being deployed on Quisitive’s AI Platform using Microsoft technologies, including Azure OpenAI, Azure App Services, and Azure Cosmos DB. As a premier Microsoft AI Partner, Quisitive led the technical design, delivery, and training across departments.

- Fire/EMS Document Intelligence: This AI agent quickly extracts layout and safety details from building plans and PDFs, helping first responders act faster and more confidently. It's projected to eliminate over 5,000 hours of manual review while improving emergency response and public safety.
