After July 1, any tenant without usage-based billing configured loses access to Cowork entirely.

What You Risk If This Isn't Configured Before July 1

The cost controls exist, but none of them are active until an admin turns them on. Here's what's actually on the line if that setup gets pushed past the deadline or skipped:

Cowork access stops outright.

If usage-based billing isn't configured by July 1, 2026, your tenant loses access to Cowork entirely, not just new features. This isn't a soft warning; it's a hard cutoff.

Uncapped spend from a single user or team.

Without a per-user monthly limit, one person running heavy, frequent tasks can consume credits meant for the whole organization. There's no cap unless an admin sets one.

No visibility until the invoice arrives.

Without alert thresholds configured, the first signal of a cost problem is the bill itself, not a warning while it's still manageable.

Paying frontier rates for routine work.

If model selection isn't deliberately managed, every task, light or heavy, can default to the most capable and most expensive model available. Most of that cost difference is avoidable with no loss of quality on simple tasks.

Plugins running up tool-call costs nobody approved.

Every connected plugin is a potential cost driver. Left on a default-enabled catalog instead of a scoped set, organizations pay for tool calls that have nothing to do with the workflows they actually intended to support.

A scramble instead of a plan.

Reconstructing governance after spend has already happened, after a budget conversation has already gone sideways, takes longer and costs more attention than the hour or two it takes to configure this properly up front.

None of this is hypothetical risk. It's the direct, documented consequence of leaving Cowork's default settings in place past the deadline.
